This is http://dev.laptop.org/ticket/7947 It has been known for a while, but is non-trivial to implement and nobody has stepped up so far. It is also not quite as simple as delaying the update message: after an OS upgrade, it is important to inform the user straight away that their activities might not work until they run the activity updater.
