However, these 11.3.0 issues are not regressions over 10.1.3 and 11.2.0 where the same activities have the same issue. Given the tendency for activity translations to sometimes cause layout issues and overflowing toolbars, and sometimes even failure to launch or use the activity due to mistranslated strings, I would suggest that this is not appropriate for 11.3.1 which should be kept as limited as possible.
