I took a quick look at this, worried that we had some strange bug meaning that we were losing files that were supposed to be installed. initscripts supposedly owns that file, but doesn't install it. And that behaviour seems intentional: https://bugzilla.redhat.com/show_bug.cgi?id=664309 Maybe it can be regarded as a bug that udisks2 complains so loudly. If someone is really bothered maybe they could write to the udisks list or file a bug upstream. But this is a non-issue at least; the error can be safely ignored.
