There are many interfaces between Sugar and GNOME, and they would be costly to explain in detail ... so it depends on the reason for your question. For the configuration and connection of a 3G USB modem, the common software components are NetworkManager and the kernel. Both Sugar and GNOME depend on these. The recognition of USB modems is done by the kernel. Sending commands to initiate a connection is done by NetworkManager.
