With recent ISE versions, you can have multiple UCF files. This is usefull,
as e.g. the pin location UCF pin can be automatically generated, like some
script does for me on eagle schematics. So you don't want to overwrite the
automatically generated file the hand generated timing and iostandard
constraints...
