Thanks for sharing this as a lot of things around the WebM RTL are unclear. Not only for OS(/copyleft) Hardware, but in general it is bad practice to restrict access to this RTL. Especially if WebM is supposed to be royalty-free and available to all (as a software implementation). The resource size does not make it less likely people will use it... see what happened to the OpenSPARC cpu design... single core versions were created. I believe besides Milkymist also projects as Vue and Elphel can benefit from easy access.
