[OMPI devel] MCA_BTL_DES_FLAGS_PRIORITY usage

Can someone explain to me the intended use of the following flag and/or 
all that it implies when set : MCA_BTL_DES_FLAGS_PRIORITY

I can make an assumption that the flag is intended to inform the btl
to expedite the handling of a fragment but what does that really mean,
just performing the callback routine as soon as possible or is there
more implied, e.g. returning control to the upper layers PML/BML as
soon as possible and not progressing any additional fragments?
