[OMPI devel] IOF redesign notes

A revamped design for the IOF subsystem was discussed at the July  
technical meeting. The description of the proposed changes is now  
posted on the wiki:

Please feel free to provide comments. Work on revamping the IOF will  
begin shortly on a Hg branch.
