Presumably yes if two or more processes are on the same node.
What do these tests have in common?
They all try to start. :^) The problem is in MPI_Init.
It almost looks like the problem is more likely to occur if MPI_UB or MPI_LB is involved or am I just imagining things?
I don't know that the statistics here are meaningful.
