Thanks for the report. Yes, we normally pull the release candidate from the web site when we do the final release. The tarballs are still available on https://download.open-mpi.org/ if you guess the tarball name (which is the same as the final release name, but with rc? in the version), should someone ever need to find an rc tarball.
