IEEE 802.11s-2011 states that mesh STAs use the default EDCA parameter 
set only. Clause 9.1.3.1 in 802.11s-2011 reads: "When communicating 
within a BSS, the EDCA parameters used are […] from the default values 
for the parameters […] when the STA is a mesh STA." Thus, all mesh STAs 
use the same (default) EDCA parameter set.

Since the standard does not allow mesh STAs to change their EDCA 
parameters, there is no need to signal the current settings. Thus, the 
EDCA parameter set is not included with management frames sent by mesh 
STAs. Table 7-8 (Beacon frame body) and Table 7-15 (Probe Response frame 
body) state that "The EDCA Parameter Set element is present if 
dot11QosOptionImplemented is true, and dot11MeshActivated is false […]."

So, there is no need to signal any EDCA parameter set within an MBSS.
