I think that the current forwarding logic is correct.

Because when you have a new incoming ICMP request packet with a
specific MAC address, it should be considered as an unicast frame with
unknown forwarding information after the mesh STA is rebooted. The
mesh STA starts the path discovery inside the MBSS, because the
intended destination can be actually located inside the MBSS itself.
If it is outside the MBSS, we probably need PXU (Proxy Update)
mechanism to inform the newly joined mesh STA about this.

But I am not too sure why it work on older compat. Need to take a look on this.
