Yes, you are right, Bob.

If you configured your AP to hide the SSID, the device has to actively
scan the specific SSID. If the AP broadcasts the SSID, a wildcard SSID
(no specific SSID) is more than enough in the probe request frame. I
have observed this in my nexus 4 with Android 4.4.4, not so sure
others.
