The procedure looks fine. Are you doing a clean provision each time?
You can't
provision over the top of a previous provision with openchange.
I can only suggest you make sure:
1. You don't have any samba4 or openchange packages installed from F13.
2. You do a clean install (remove all of /usr/local/samba).
F13 is my standard devel environment, and it works fine for me.

Epic Fail. I will start over again, at some point I must have run 'yum
install openchange' I just ran a 'yum remove openchange' to remove it
from my system.
I had been doing the following each time I started over and will do it
again now that I have removed openchange:
I will make distclean in trunk and make distclean in the samba
directories then wipe out the trunk directory and the /usr/local/samba
directory start all over again.
It has been fun though! :)
