#1964: [ti calypso] Sometimes TI Calypso fails to dial out and is not reachable

Certain numbers (like the emergency numbers as of #1635) do not dial out
but the modem reports "NO CARRIER". This can also happen for normal
numbers even when the signal strength is good enough.
We would need to know what the TI Calypso is thinking in those cases.
