Only through proprietary commands and even then I'm not sure whether the 
additional properties you receive contain the real LAC and CIDs.

Reference Implementation of the necessary additional dbus APIs are pending a 
patch which no one did write yet (please see archives of 
smartphones-standards, this issue has been discussed).

Patches for the %EM commands welcome.

Minus proprietary commands (see above), the GSM standard only includes LACs 
and CIDs in unsolicited +CREG messages.
