I suggest you to install the latest SHR unstable kernel and then to try this
command to communicate directly with the modem (ensure you have everything that
can access the modem turned off beforehand):

socat - file:/dev/ttySAC0,crtscts,crnl,echo=0,b115200
echo 1 > /sys/class/i2c-adapter/i2c-0/0-0073/neo1973-pm-gsm.0/power_on

Yes, you can check all terminal parameters with "stty -a" command.
