I think there are two solutions.
1. fr_inv_timer also works for 18x. That means if the destination does not send
a 18x message back in time, OpenSER will failover to the next destination.
Nothing prevents OpenSER or OSP module from doing failover.
2. If you want to do something more. You may use fr_inv_timer_avp to set
fr_inv_timer dynamically. You can set fr_inv_timer to value1 for 18x. After
receiving a 18x message, you set fr_inv_timer to value2. It works for your
call scenario.
