- fixed design bug in snmp interface. The USRLOC events (REGISTER and
UNREGISTER) are sent to the x-agent process via an interprocess communication
list, the consumer being exclusivly the x-agent process, when URLSOC related
variables are fetched (via SNMP) - this may lead to shsm meory exhoustion if
threre is no SNMP query on opensips -> no consumer on the interprocess
communication list, while usrloc keeps pushing events.
