ckport from trunk (rev #6557):
- fixed check of the dialog flag - if flag was not set, it was triggering
dialog creation all the time
- fixed creation of dialog for non-INVITE dialogs
- fixed dialog termination - if we fail to send BYE, trigger dialog termination
directly
