This is helpful to translate certain negative replies downstream to clients that may or may not support them. This can also be used to change 183 ringing to 180 in onreply by using this function and dropping body. Particularly helpful in complex routing setups where dialog and top hiding is used, therefor it is very hard to generate fake reply in external script.
