clusterer: Add module functions for sending generic clusterer messages at
script level.
Also introduce the events: E_CLUSTERER_REQ_RECEIVED and
E_CLUSTERER_RPL_RECEIVED,
corresponding to two types of messages, request-like and reply-like, in order to
handle received messages.
