GH Actions cleanups and improvements (#3637)
* CI: multiple improvements and cleanups
- Move jobs into a separate vanilla ubuntu container, not one provided by the
github.
- Re-add Ubuntu 20.04, add 24.04 into more places.
- GC enable_ubuntu_toolchain_test.
- set CPP_CMD for gcc.
- Unify DOCKR_BASE and BUILD_OS.
* CI: move notifications into a separate file and unify.
