GitHub Workflows: Run rtp.io build tests only on `master`
* fixes the build on 3.6 branch, due to old Clang (see commit e6caba06a)
* the rtp.io code is identical on 3.6 and master branches, no need to
run duplicate checks. If it diverges, we can revert this commit.
