CI: Speed-up rtp.io pipeline, handle job cancellations and notifications
correctly, use latest debian (#3952)
* ci: reduce build times, update debian version
Use pre-generated PIP caches from ghcr.io/sippy/sippy-wheelset
Switch debian build version from 12-slim to 13-slim
* ci: handle job cancellations properly
Use always() correctly.
Don't run notify_slack if job has been cancelled.
