presence_callinfo: reject a competing line-seize while the seizure is live
The guard in lineseize_subs_handl tested seize_expires < get_ticks(),
which is true only once the seizure has already expired, so a live
seizure fell through to the unconditional seize_state assignment and a
competing SUBSCRIBE was answered 200 OK.
Flip the comparison so the 480 is returned while the seizure is still
valid. This matches the form already present in master and 4.0.
