IIRC, he was at the university of Erlangen at the time and the "posse" consisted of just him and a second guy (Rainer Pruy). The CS department there was (and still is) running a stratum 1 timeservice across several independent servers and clocks. Way back in time you'd have to arrange with them to use it for syncing (generally only if you were on the DFN backbone to provide stratum 2 service to a university network), now it's a public service available via NTP pool. They've also built their own radio clocks and developed the Erlangen time stamp format, which is now also used on commercial clocks (Meinberg is now defaulting to it, some other clocks can optionally output it).
