My guess would be historical. It probably made sense when somebody copied some code ages ago. Another possibility is that there is an option to bail after N seconds. If you are using it to set the time during booting, you might not want to wait for DNS to timeout. DNS timeouts on this system are ballpark of 30 seconds. -- These are my opinions.
