Following some recent discussion here, I have created a file devel/ntpv5.txt
that is preliminary notes towards an NTPv5 protcol design.
At this early point I believe the most important thing to do is
identify what semantic extensions v4 needs. So far I have identified
long refids, NTP era, timescale, and NTS authentication data.
