I think it was either Achim Gratz or Kurt Roecx (I can't easily search to find
out right now). Somebody serious, anyway.
This is not an area in which I know what the precedents and politics
are, so I can't judge the risk, myself. What I'd like is for you and
Mark to work out the right thing, and for Mark to issue a ukase.
