Gary pointed out:

The problem is that things like refclock_process_offset() take l_fp as 
arguments.  We can add wrappers that use timespec, convert to l_fp, then call 
the old code or the reverse depending on the order we do things.

I think this is worth splitting out from eliminating l_fp except at the edge.
