Currently, one of the privs it drops is being able to change privs so there is no way to go back. What would ntpd need root for? I'm willing to assume you setup file ownership to allow access by ntp. early-droproot doesn't work in a few cases. I'd have to look around for the fine print. -- These are my opinions.
