systemd-timesyncd was running. I had done an update/upgrade recently. I assume something in there "fixed" something for me.
maxpoll 4 was a wild goose chase. It also screwed up with 6. It was acting like stepping the clock didn't do anything. I was looking for bugs in that code. -- These are my opinions.
