v2: Fix shipping of possibly stale fcoe_utils_version.h
header in tarball. Add ${builddir}/include to the
header search path to find the correct generated
fcoe_utils_version.h for a split srcdir/builddir
compile.
Updates to patches 3 and 4 only.
