I am not aware of a fabric simulator. Point-to-point mode may be your best option for a purely SW setup. For FCoE the point-to-point feature is called VN2VN. After loading the modules you can find the "create" interface at /sys/module/fcoe/parameters/create_vn2vn. You'd need both your initiator and target directly connected to each other and both doing VN2VN. I don't think there's been much testing with SW targets in VN2VN.
