lio-utils has been superseded by targetcli. Targetcli is in Fedora rawhide, and also RHEL 6.2, but renamed to targetadmin in package fcoe-target-utils. So, you can follow the guide through the kernel build steps and then switch to targetcli for target config[1], or stick with the guide and lio-utils if you want, too. If nobody objects, I may take it upon myself to revise that guide in the near future...
