Fcoe stack should be good in FC16, initiator and target, I never tried on FC16

Your question about the target infrastructure difference is beyond this mailing

For FCoE, tcm_fc kernel model that does the FCoE protocol in TCM target 
infrastructure
While fcst, as I recall, is the similar one you need for FCoE based target in 
the 
SCST target infrastructure.

For upstream, TCM target is in kernel since 2.6.38 I think, and fcoe (tcm_fc)
