in the scenario that i tried to (badly) describe, openser presence
server receives an in-dialog subscribe, but match in active_watchers is
NOT found.  do you return back a 4xx response or create a new active
watcher?

If the request is in within a dialog and no match is found in database , 481 Subscription does not exist , is replied.
