Patch allowing "extra attributes" to AUTH_RADIUS and URI_RADIUS modules

If this patch will be OK then "extra RADIUS attributes" feature can be
extended
to "extra DIAMETER attributes" feature. Then general code ( currently
extra_attrs.[ch] )
can be moved to /extra_attrs directory and used by all RADIUS-enabled
modules. IMHO.
