This seems to break ovirt-imageio builds, since we still have proxy builds
for el7:
https://jenkins.ovirt.org/blue/organizations/jenkins/ovirt-imageio_standard-check-patch/detail/ovirt-imageio_standard-check-patch/2476/pipeline

[2020-03-26T16:00:42.110Z]
https://cbs.centos.org/repos/virt7-ovirt-43-testing/ppc64le/os/repodata/repomd.xml:
[Errno 14] HTTPS Error 404 - Not Found

We are using:

$ cat ../automation/check-patch.repos.el7
centos-ovirt43-testing,
https://cbs.centos.org/repos/virt7-ovirt-43-testing/$basearch/os/
kvm-common,
https://cbs.centos.org/repos/virt7-kvm-common-testing/$basearch/os/

Since on master we are going to drop the proxy very soon, I think we can
disable the el7 bulids now.
