The Debian (proper) packages follow the FHS, and install configuration files in etc/. They are thus tagged as conffile and do not overwrite the admin ones if they have been modified, at least not without their consent. https://www.debian.org/doc/debian-policy/ch-files.html#s-config-files Feel free to pick any (or all) of the stanza from the Debian (proper) package for the internal ones.
