yeah I do think that ftp is blocked. I was in a campus network. Currently I am using another network, but its only a temporary setup. I cannot download from ftp://ftp.gnu.org. But I can access http://ftp.gnu.org
I will check out the files mentioned, but in the download.py file, ftp_downloader is an http_downloader itself.
