There needs to be a named maxim, like Murphy's Law, for the omission of
a "not" from a sentence that emphatically needs it.  The more
significant the claim, the more likely the omission will happen.

Some sort of cousin to Edgar Allan Poe's "Imp of the Perverse", maybe.
