I (completely) static link all sorts of binaries, many of which utilize TLS/NPTL, so this shouldn't be the case anymore, at least with well supported architectures like x86_64, arm, mipsel.  aarch64 has relatively newer support and I haven't used it yet, so I can't speak for that one.
