I am not sure if there is any generic XFree86 cross compilation documentation... but I know that you can look at what I have written for cross compiling Cygwin/XFree86:

Not everything in there will be applicable, but it should be enough to get you started.
Or, were you looking for information on how to enable cross compilation support for a particular platform that has never been cross compiled before? In that case... the first step is to get your cross compiling installed and working (again, there is an example in the above doc), then start compiling and fix errors as they are encountered.
