Mmm, i don't really know, but i own a Sony SDM-X52, which has both a DVI entry and a VGA entry. The documentation mention that it does support 640x480, 800x600 and 1024x768, but i believe that this is only using the VGA entry, where the analog to digital converter does the scaling. I may be wrong though. The EDID gotten trough the DDC protocol shows these supported modes from either input, but when i try sending an 640x480 mode, i don't get it displayed. Also, my believe is that the scaling (for the digital entry) is done in the video chip, as seems the case for both the hardware i know and most common laptop graphic chips. The XFree86 neomagic chip at least seem to do so. Hope this helps a bit.
