VTSwitch on shutdown?

Hi,

Short question: is xf86VTSwitch() supposed to be called on server shutdown? The 
lines

#ifdef DEBUG
    ErrorF("xf86VTSwitch: Leaving, xf86Exiting is %s\n",
           BOOLTOSTRING((dispatchException & DE_TERMINATE) ? TRUE : FALSE));
#endif
in xf86Events.c make me believe this, but it's not happening here (4.3.0, OS/2).
