It's *luit* that must be setuid root, not XTerm.
Note that due to a misunderstanding of saved-id semantics, the version
of luit in 4.3 cannot be made setuid root on FreeBSD and NetBSD
systems (OpenBSD is okay). I've submitted a fix, I don't know if it
got in yet.
