I'm not sure which one is more correct either, and there are 
easily good points for either way.  I don't mind moving the files 
around to meet the needs of our distribution however if that is 
considered more correct or clean though.

I'm not sure how useful *.pc files installed in directories
unused by all systems out there are either though.  ;o)

Should the /usr/X11R6 heirarchy be added to pkgconfig's default 
config?
