PERL_DISABLE_PMC might be anywhere, not in CCFLAGS
Some macros and defines might be in config.h, or another core perl .h.
Checking $Config{ccflags} may not find if PERL_DISABLE_PMC is on. "perl -V"
style info will always be correct.
